Article abstract: The County of San Diego?s Multiple Species Conservation Program (MSCP) Subarea Plan, a regional plan that ensures the long-term survival of sensitive plant and animal species and protects the native vegetation, and its associated Implementing Agreement (IA) establish the conditions under which the County will receive from the U. S. Fish and Wildlife Service and California Department of Fish and Game certain long-term Take Authorizations. The purpose of the plan is to benefit the County, public and private land owners and other land development project proponents within its Subarea boundaries. The IA is an acknowledgment that the MSCP satisfies conditions established in the Section 4(d) Special Rule for the coastal California gnatcatcher that will allow the taking of certain Covered Species incidental to land development and other lawful land uses which are authorized by the County.
