Article abstract: Managing burrowing owls is a critical component of San Diego’s Multiple Species Conservation Plan (MSCP); and the MSCP Biological Monitoring Plan (Ogden 1996) identified it as one of the grassland raptor species to be monitored. Although there is no shortage of literature on this owl (Clark, Lincer and Clark 1997, Lincer and Clark 2007), proper owl management is hampered by a lack of a comprehensive approach to management, including consistent and monitored translocation activities (Lincer, Pagel, and Bloom 2006, Lincer 2009). It is also limited by not having a good understanding of the owl’s foraging range, which demonstrates substantial variation (Lincer 2007).
